The punishment relates to an incident during the Division One match between Palace and Bradford City and Francis has 14 days to respond.
Francis is alleged to have hit reserve keeper Alex Kolinko on the head after the Palace stopper apparently laughed when Bradford scored. At the time, the Eagles boss was dismissed from the dug-out and described his reaction at the time as "a bit of fun".
Palace chairman Simon Jordan later described the incident as a "storm in a teacup" and confirmed Francis would receive no internal club discipline. The incident was investigated by the police but Francis was not charged.
